Best Electric Pokemon? (Ampharos, Raichu, Luxray)

I'm trying to decide which Electric Pokemon to use for overall purpose. I've narrowed it down to Ampharos, Raichu and Luxray.

I've weighed out the pros and cons of each Pokemon, but they seem to all even out. So, I would like to ask the opinion of others.
